Lock down at the Anne Arundel County Detention Center. Steel bars clang shut, inmates retire to their cells and the lights go out. But correctional officers at the Jennifer Road facility near Annapolis, Md. are beaming with hope for better working conditions and, ultimately, better paychecks.

CWA members who recently staged a successful 26-day strike against the Southern New England Telephone Co. have joined forces with a consumer group to raise questions about whether windfall profits should be set aside to improve service or provide customer refunds.

At its meeting in October the CWA Executive Board changed the CWA Internal Appeals Procedures as it relates to a complaint concerning a Vice President's decision not to take a grievance to arbitration.
