Financial policies are detailed plans that outline the rules and operations of the Local’s finances. They can cover a variety of areas, including:

  1. Financial controls: Policies and procedures to prevent or detect fraud and accounting errors, such as account reconciliation and double-counting cash deposits.
  2. Roles and responsibilities: Clarifying who is responsible for making financial decisions and management activities.

Each Local should have written Financial Control Policies that cover the following areas:

  1. Cash Disbursement Policy
  2. Cash Receipts Policy
  3. Travel Reimbursement / Credit Card Policy
  4. Salary and Allowance Authorization
  5. Lost Time Policy

DUES:
Update on Petition Referendum on Per Capita Dues:
On Friday, May 29, 2026, Secretary-Treasurer Salaam received an email from Delegate and Local 3603 President Eddie Maresca regarding the referendum, including the petition and signatures. She then sent a notice to the Executive Board confirming receipt of the referendum concerning the resolution on per capita payments. In her message, she advised the Executive Board that she and her staff would work through the weekend to review the submitted list, and membership counts and to determine whether the required thresholds—20 percent of locals and 20 percent of membership—had been met. She also noted that the matter needed to be added to the agenda for the in-person presidents’ meeting scheduled for June 1, 2026.

On Sunday, May 31, 2026, Secretary-Treasurer Salaam confirmed that the twenty percent (20%) threshold required for the referendum had been satisfied and notified the Executive Board by email.

On Monday, June 1, 2026, during its Executive Board meeting, Secretary-Treasurer Salaam reported that the Secretary-Treasurer’s Office had received written notification from the requisite threshold of twenty percent (20%) or more of the Locals representing twenty percent (20%) or more of the Union’s membership, expressing their desire for a referendum on the subject of union dues collection, pursuant to Article XXII, Section 5 of the CWA Constitution. Upon receiving this report, the Executive Board discussed its constitutional obligations to the Union and its membership in full and unanimously voted, pursuant to Article VIII, Sections 2(a)–(c) of the CWA Constitution, to call a Special Convention to be held virtually via Zoom or a similar electronic conference platform later this summer. The purpose of the Special Convention will be to address the specific issue set forth in the referendum received by the Secretary-Treasurer’s Office.

On Tuesday, June 2, 2026, the Secretary-Treasurer’s Office began researching options and requesting bids to host the Special Convention virtually. Once final quotes and dates are received from the vendor hosting the virtual event, and in accordance with Article VIII, Section 3(b) of the CWA Constitution, the Secretary-Treasurer’s Office will distribute all relevant information in the Special Convention Official Call.

As of today, Monday, June 15, 2026, please check your inbox for the Official Call regarding the 2026 CWA Special Convention, which will be held virtually on July 1, 2026 at 1pm ET.
