One Day Longer' at GPO
The Bush administration has announced an agreement preserving the Government Printing Office's centuries-old monopoly on federal printing jobs, CWA Vice President Bill Boarman of the Printing Sector said.
"The agreement will preserve hundreds of union jobs at the GPO, as well as the American public's right to obtain published federal documents," Boarman said. "It is a victory for CWA and for all of our allies in the year-long battle to obtain it."
The agreement, ending a yearlong standoff between the administration and the Congress, effectively kills a proposal by former Budget Director Mitch Daniels to take over the GPO's $420 million procurement budget. It provides that GPO will continue to be the monopoly distributor of federal documents to regional depository libraries and will remain the contractor for most federal printing jobs for the next year and a half.
Starting in October 2005, agencies will have the option to do their own printing or contact contractors directly. Giving new meaning to the oft-used union slogan, "one day longer," Daniels' resignation became effective June 6, the day the agreement was announced.
