Local 4340 Training Committee Receives $1.2 Million Grant

The CWA Communications Apprenticeship and Training committee, a nonprofit organization affiliated with Local 4340, has been awarded a $1.2 million grant by the U.S. Department of Labor to train incumbent and dislocated workers in the telecommunications industry.

In partnership with the Cuyahoga County (Ohio) Workforce Investment Board and One-Stop System, the United Labor Agency, Cisco Systems, Stanly College, Policy Matters Ohio, SBC/Ameritech and CWA CAT member companies, the committee will train 94 dislocated workers and provide advanced training to 200 workers currently in the telecommunications field.

"Our mission is to provide the highest trained, most qualified technicians in the industry," said Julie Short, CWA CAT administrator.

Services provided through the county include basic occupational skills, employability and technical training for both entry-level and incumbent workers. Entry-level technical training includes cabling and Building Industry Consulting Services International (BICSI) Installer 1. Advanced courses for BICSI Installer II, BICSI Technician, A+ and Cisco certifications are also available.

CWA CAT came into being three years ago due to the efforts of Local 4340 President Ed Phillips, District 4 Vice President Jeff Rechenbach, CWA Executive Vice President Larry Cohen and national headquarters staff, and Cleveland AFL-CIO Secretary John Ryan, explained Keith Estes, Local 4340 business agent/director and a CWA CAT trust member.

The committee is guided by the CWA CAT Trust, comprised of four trustees from Local 4340 and four from management of member companies. Estes, Phillips and local Business Agent/Directors Jan Ochwat and Mike Malone represent the local. Malone is chair of the trust.

CWA CAT shares the training center established at the local in conjunction with CWA/Nett, the union's National Education and Training Trust.

Graduates register with Local 4340's Employment Center and become members eligible for placement nationwide through Tucker Technologies, based in California, said national CWA Employment Center and Training Administrator Steve Hill.

Local 4340 is the only CWA local in the country with an employment center database of CWA retirees and displaced workers, Short said.
