CWA: VTP Offer - Appendix A Revision

Attached is a revised Appendix A for ND.  Glasgow DE was placed on the list in error and Philadelphia was omitted from the List.  The employees in Glasgow were not notified of the VTP and the employees in Philadelphia were given packages.
