SUBJECT  Arbitration Loss

Attached  please find a very disappointing loss on an arbitration case out of Tennessee.  The case  involved filling a bargaining unit vacancy for a Central Office Technician.  There were a number of candidates internally and a contractor who had been performing the job externally applied.  The contractor got the job which resulted in a grievance being filed.  The award makes for interesting reading and perhaps we can learn from it when filing future grievances.
