Payroll Stipulation

To: All AT&T Locals

Attached, you will find a Stipulation agreed to by the Union and the Company concerning the movement of approximately 7000 AT&T employees, currently paid weekly, to bi-weekly pay.  The Company approached us because “SBC’s” employees are all paid bi-weekly, thus having a separate payroll system only for those AT&T Corp. employees was a large expense.  After many discussions between the Company and I, as well as constant consultation with the elected Bargaining Committee, we came to the attached agreement.  The Union felt that it was necessary to both make sure there was some extra money to help people through the transition; and since the Company wanted this so strongly, use the opportunity to fix some other issues that remained after 2005 bargaining.  Through this process, we were able to:

·        Fix some problems with the JOG process;

·        Get some improvements for the Article 45 and 46 employees which will not only help them but also make it easier to organize the remaining LNS employees;

·        Make the 1 hour EWD part of the Contract without having to bargain it locally;

·        Extend the old SBC Scholarship Program and Service Anniversary Program to AT&T Corp. employees, in addition to several other items.

Since the payroll change will not go into effect until January of 2007, there is enough time available for people to financially prepare for the transition and take Alliance Financial Planning courses, if necessary, to help them manage this financial change.  Our feeling was that we should try to get as much for this change as we possibly could and not risk the Company imposing it if we reached impasse in bargaining over this issue.

Since I am involved in Avaya Bargaining, I will not be available to answer questions on the change.  Laura Unger and Mary Ellen Mazzeo have volunteered to try to answer your questions or you can ask any of the members of the Bargaining team.  Laura can be reached by phone on 212-925-6650 or via email on unity1150@aol.com. Mary Ellen can be reached on 315-427-3065 or via email at cwa-1152@att.net.

In unity,

Ralph Maly, Jr.

Vice President
