AT&T Cable Workers Vote CWA

Nearly 80 AT&T cable workers voted for CWA representation by solid majorities in the first four elections at AT&T Broadband to be conducted under terms of the negotiated neutrality and consent election agreement.

In Rawlings, Wyo., AT&T Broadband workers voted 4-2 for CWA representation on March 23. On the same day, cable workers from AT&T Broadband in Montrose/Delta, Colo., voted 9-3 for the union. Workplace issues are low pay and benefits, arbitrary work rules, and job security. Additional victories came on April 4: a 33-2 win in Clinton, Iowa and an 18-5 victory in Ocean City, Md.

Since March 8, 2000, organizing at AT&T Broadband has been covered by rules laid down in the neutrality and consent election agreement. The agreement has covered organizing at AT&T Local Service, AT&T Wireless and the rest of the company since July 1999.

Employee support for union representation at Rawlings and Montrose/Delta remained strong despite last-minute meetings management held the day before the elections, reported District 7 Organizing Coordinator Kevin Mulligan. During captive audience sessions management described as “voluntary,” AT&T officials unveiled a new stock option plan and said it might be offered to cable workers. They also offered to answer any questions the workers might have about “the union.” Led by inside committee members Kirby Kishbaugh, Karen Wallis, Mark Turano and Al Kogler, the unit held together “for” CWA.

Mulligan credited CWA Local 7601 President Toni Joy and area Vice President Tim Gaughan for leadership in the Rawlings campaign, and Local 7743 President Dohn Ross and Executive Vice President Kevin Roberts for their work on Montrose/Delta. District 7 Organizing Coordinator Jana Smith-Carr teamed up with Local 7117 President Anita Purcell and organizer Kay Pence on Clinton.

District 2 Organizing Coordinator Ron Collins and organizer Pam Wilt worked with Local 2106 President Barbara Mulvey, Executive Vice President Pam Donovan, Secretary-Treasurer Missy Waller and local organizer Cinda Walls on the Ocean City campaign. Technician Jack Hall was key to building a strong inside committee, Collins said.

On April 18, Collins reported that Broadband customer service representatives and clericals in Ocean City voted 6-5 for CWA in a second election, with one challenged ballot. A hearing on whether the administrative assistant to the general manager should have been allowed to vote will determine victory.

Earlier, workers at AT&T Broadband in Gillette, Wyoming, voted for CWA in an election conducted by the American Arbitration Association.

AT&T Broadband was formerly known as Tele-Communications Inc. (TCI) before AT&T purchased the cable operator.
