FCC Misses Opportunity in Telecom

CWA President Morton Bahr called the Federal Communications Commission's decision on rules for the Unbundled Network Element Platform - UNE-P - a disaster and pledged that CWA will work in the states to safeguard workers' jobs.

In a news release, CWA said the FCC missed an opportunity to set out an effective, national policy that would promote facilities-based competition in telecommunications.

A federal policy is necessary to encourage investment in the struggling telecommunications sector that will create jobs and boost an overall lagging economy, CWA said.

However, the FCC's move to shift decision-making on UNE-P to the states simply sets up policy battlegrounds in each of the 50 states.

Particularly over the next nine months - the deadline for state action - there will be regulatory battles, CWA said, promising to be active in this fight to safeguard workers' jobs and promote investment.

On broadband, the FCC did take action that encourages investment and job creation, moving policy in the right direction to promote the availability and access of information technology for all Americans, CWA noted.

Bahr said the dissenting opinion of FCC Chairman Powell recognizes that the development and transformation of technology will only occur through an effective federal policy that makes investment and new competition possible.
